As with most ISKCON temples, there are arati services through the day.
Personally, I prefer to visit during the non-arati time to enjoy the feeling of serenity.
The temple itself is in the first floor of the building and I don't remember noticing an elevator.
It's a very small space, so it gets crowded very quickly during festival days and evening arati.
